The Open Model for Citizen Engagement grew out of the Workshop: Creating GREAT Citizen Engagement Software that was held in Washington, DC on April 7-8, 2010. The attendees included a diversity of organizations and individuals working in the space that saw the need to work together and rose to the occasion.
The main outcome of the two day workshop was a realization that the current communication system that connects citizens to their elected officials is based in a paradigm that can not function with the volume of messages that are being sent today. This led to the obvious discussion of what the new paradigm will be and how to bring it about.
As this could not be accomplished in two days, the Open Model for Citizen Engagement grew from this committed group and is now dedicated to defining and implementing that new paradigm.
